Cold seal film carries an adhesive that bonds under pressure without heat, which lets a wrapper run very fast and protects heat sensitive product like chocolate coated bars from softening at the seal. It also has handling and storage implications, because the adhesive is exposed on the roll. Heat seal film bonds under temperature and pressure, runs on a wider range of equipment, tolerates storage better and generally costs less, but it applies heat to the product at the seal and runs slower. Choosing between them is not a preference. It follows from what your product tolerates, what your wrapper is set up for, and the speed you need to hold.

Yes, and it is worth raising early rather than discovering through waste. Cut-off length and film usage are calculated from product dimensions, so real variation has to be built into the specification as a tolerance rather than treated as a fixed number. A product that runs a few millimetres over on some batches can produce end seals that catch product, which causes both waste and seal failures. We would rather specify against your actual range, including the outliers, than against a nominal size that only some of your production meets.
The realistic option is material containing a percentage of post-consumer recycled content, and feasibility depends on the seal technology and the speed you run. Cold seal structures in particular are more constrained, because the adhesive system and the substrate have to work together and there is less latitude. On the paperboard side of the same program, meaning multipack cartons, cases and displays, recycled content and FSC-certified board are both available and that is often where a meaningful and documentable claim sits.
